It depends on what you mean by believe. Here's an example: "I believe that rambozo forgot to put his muzzle on today.". Here's another one: "I believe God exists, but I don't want to have anything to do with him.". If the latter is what you are referring to, then no, it doesn't mess with my head. If they were Christians, why would they be committing crimes???

What does the government gain??? They make the Christians look foolish who are calling for certain things, so the Christians lose their credibility and those changes are pushed aside.
