It was called "Commutation money" You paid your $300 and didn't have to join the army. Problem was, nobody but the wealthy had $300 lying around to do that, in fact that was more than the average man made in a year. There were serious riots in NYC during 1863 for this very reason.

Brutal war, brutal, I had relatives on the Union side who they ended up in New Orleans. They had to walk home to New York. They made it but it took more than a year (they stopped over and worked as hired hands at various places on the way).
For what material and short supply, and hand made items,and sure guts and determination the southern army is still reverned to this day by all military forces in the world studying there tactics that were out numbered 100-1! the north only really used less than a quarter of there forces and material at hand.The south was well aware of that but still was determined to fight for "THE CAUSE!".As with many great southern heros, my man is "NATHAN BEDFORD FORREST".

I was in a few bar fights myself during the days of my youth. Personally, I find it hard to believe when I meet people who were never in a fight. "not that there is anything wrong with it".
