I do not consider that "claimed", but just for grins, say I did. Prove it is wrong! You can't even prove the insurance companies have received 50% of the applications.

You have spent the last 2 pages trying to tell me that 80% figure is wrong, but when I ask you what the number really is, you try to pass the buck.
First off I don't care what the number is, nor do I see any special significance at this time as to what the day by day premium payments status is. But if you can explain why you feel it matters, and come up with real numbers as to premiums in 'late payment status' correlated with dates, I'll look at it. Just for fun contrast it with renters insurance and auto insurance premiums. You seem to harbor some whacked belief that it matters. Let the program get fully implemented, then pass judgement when representative data exists. Proper analysis will be over years of varying economic conditions and all sorts of other complicating factors - after it happens.
