Some animal butchered a young woman with a knife in broad daylight on Wimbledon Common, in front of her toddler.Suspects have come and gone since 1992. Not much detail in that article but nothing like a cold case being solved. Do they have the death penalty for this?

Well IWS says it's still on the statue book, and thats probably true. But it is never used. The accused was already behind bars- in Broadmoor. Thats where the criminally insane get placed. It's a secure hospital. So he was caught for something else, sometime after the latest alledged offence. Another man- Colin Stagg was harrassed endlessly by he police who beleived him to be the killer. He spent about a year in jail too. He will probably get a nice settlement from the government soon. The police even tried entrapment, by getting a woman officer to befriend him, and become his girlfriend. I'm not sure exactly what she did in the line of duty ! But she was trying to get conformation of interest in sick stuff, and maybe even a confession which of course never came. The toddler will be about 17 years old now. I can only imagine the harm that the experience has done to him. When he was found he was beside the mothers body, covered in her blood, urging her to wake up.
