    I think the answer you're looking for is that you can't always look at Government for the answer to everything (whether that be to blame them, or to look to them for the solution). Of course, that may be my own political opinions speaking there, but I don't think that the Gov in MI can be blamed fully for the poor economy there, and I don't think that the Gov in MA can be given much credit for the success here.
