I always hesitate to reply to a Clown when a Clown uses the word fear to suggest cowardice. My experience is that the Clown never experienced fear, but definitely practices cowardice. The Field of Battle is a mysterious magical teacher- it supplies the weapon of fear as a dose of courage, and a concentrated effort to survive with Honor. Fear is a motivator. And no, scared and fear are not interchangeable. One is for Halloween, the other is for survival. It is understandable why Clowns don't understand when to use the word fear properly.
There are many words which are misapplied by liberals . . . Pain vs. discomfort Fear vs. dread Wealth vs. possessions Speech vs. graffiti Protest vs. riot Etc . . . Still, I daresay @charley , you hit upon one of their most meaningful abuses.
