...The issue I'm having with your question is that it requires a number to satisfy it, when a number is not appropriate. Someone could answer "One" or "A million" but neither is apropos, the number of deaths is not the deciding factor. There isn't a specific number that dictates an intervention, and that's why I say your question is "loaded".

Then please enlighten us as to WHAT the deciding factor is. If it's not the number of deaths, then it has to be something else entirely.

 

I can only answer for myself, and my personal beliefs are my own. I can't answer for the government, who have their own opinions.

IMO though, if it is reasonable to assume that an entire segment of a population or faction in a country was about to slaughtered, and I made the judgement call that those people don't deserve to be murdered, then to NOT act to prevent the slaughter would be immoral. Now, if I was of the opinion that those people were undeserving of my interference then I wouldn't act.

As an example: If the population that was about to be slaughtered were in general a peaceful and kind group, I would feel a greater need to protect them than if they were a group of merciless murderers themselves.

The point though is that there is really no single, simple answer to your question... no single factor that determines who will receive protection and who will be ignored.

 

I'm telling you, BO is going to guage the wind direction & take whatever action he feels will get him elected.
