I believe we should make an attempt to go after distracting drivers, especially as it relates to cell phone usage. Being on the road fairly often, I can't tell you how many times cars have veered over into my lane or cars have made those really wide turns at intersections because the driver is balancing a cell phone on their shoulder. In my opinion, being distracted by a cell phone is more prevalent than any other type of distraction.
I'm not sure how much good these laws will do, but they can't hurt. This is coming from someone who occasionally texts while driving (in rural areas).
My area (Upper Peninsula, Michigan) is heavily wooded. Even being alert isn't going to guarantee a safe drive, not with every conceivable critter attempting to become a hood ornament. Texting just adds ornaments.
