He has narrow choices of communard countries, Moldova, Transdniestria, Belarus, Laos, Viet-Nam, China, North Korea and finally Cuba.

 

Can a couple of those be eliminated do to no marine life?

My suggestion would be for North Korea. With his near worship of Obama, I think he would fit right into the whole Dear Leader concept.

Problem with this exchange programme, we cannot find enough people that would like to go to Cuba, but one hell of a lot of people in Cuba that would like to come here.

After all, Cuban folks have been known to risk imprisonment, and even their life, trying to escape Cuba to come here to the US. You make perfect sense to me.
