Sure, keep supply uncertain and the number of refineries low.

I'm sure the oil corporations (at least one, somewhere) have hired
someone smart to work out the theory of most profitable bottlenecking (if
indeed it wasn't published as a master's thesis somewhere).

Which is to say, yet another in the endless variety of methods of
market-manipulation without going to prison.
