    Trump to sign new order rolling back Obama energy regs

    March 28, 2017

    Moving forward with a campaign pledge to unravel former President Obama's sweeping plan to curb global warming, President Trump on Tuesday is set to sign an executive order that will suspend, rescind or flag for review more than a half-dozen measures in an effort to boost domestic energy production in the form of fossil fuels.

    EPA Administrator Scott Pruitt told “Fox & Friends” that the president will “set a new course” that is both “pro-jobs” and “pro-environment.”

    “It’s going to create jobs in the oil and gas sector,” he said. “For too long, over the last several years, you’ve had certain industries, certain sectors of our economy that were within the crosshairs of the EPA.”

    He added, “That is not going to happen anymore.”

    As part of the new roll-back, Trump will initiate a review of the Clean Power Plan, which restricts greenhouse gas emissions at coal-fired power plants.

    The regulation, which was the former president's signature effort to curb carbon emissions, has been the subject of long-running legal challenges by Republican-led states and those who profit from burning oil, coal and gas.

    Trump, who has called global warming a "hoax" invented by the Chinese, has repeatedly criticized the power-plant rule and others as an attack on American workers and the struggling U.S. coal industry. The contents of the order were outlined to reporters in a sometimes tense briefing with a senior White House official, whom aides insisted speak without attribution, despite Trump's criticism of the use of unnamed sources.

    The official at one point appeared to break with mainstream climate science, denying familiarity with widely publicized concerns about the potential adverse economic impacts of climate change, such as rising sea levels and more extreme weather.

    In addition to pulling back from the Clean Power Plan, the administration will also lift a 14-month-old moratorium on new coal leases on federal lands.

    The Obama administration had imposed a three-year moratorium on new federal coal leases in January 2016, arguing that the $1 billion-a-year program must be modernized to ensure a fair financial return to taxpayers and address climate change.

    Trump accused his predecessor of waging a "war on coal" and boasted in a speech to Congress that he has made "a historic effort to massively reduce job-crushing regulations," including some that threaten "the future and livelihoods of our great coal miners."

    The order will also chip away at other regulations, including scrapping language on the "social cost" of greenhouse gases. It will initiate a review of efforts to reduce the emission of methane in oil and natural gas production as well as a Bureau of Land Management hydraulic fracturing rule, to determine whether those reflect the president's policy priorities.

    It will also rescind Obama-era executive orders and memoranda, including one that addressed climate change and national security and one that sought to prepare the country for the impacts of climate change.

    The administration is still in discussion about whether it intends to withdraw from the Paris Agreement on climate change. But the moves to be announced Tuesday will undoubtedly make it more difficult for the U.S. to achieve its goals.

    Trump's Environmental Protection Agency chief, Scott Pruitt, alarmed environmental groups and scientists earlier this month when he said he does not believe carbon dioxide is a primary contributor to global warming. The statement is at odds with mainstream scientific consensus and Pruitt's own agency.

    The overwhelming majority of peer-reviewed studies and climate scientists agree the planet is warming, mostly due to man-made sources, including carbon dioxide, methane, halocarbons and nitrogen oxide.

    The official who briefed reporters said the president does believe in man-made climate change.

    Former EPA Administrator Gina McCarthy accused the Trump administration of wanting "us to travel back to when smokestacks damaged our health and polluted our air, instead of taking every opportunity to support clean jobs of the future."

    "This is not just dangerous; it's embarrassing to us and our businesses on a global scale to be dismissing opportunities for new technologies, economic growth, and US leadership," she said in a statement.

    Michael Oppenheimer, a climate scientist at Princeton University, told The New York Times that Trump’s order signals that the U.S. will fall short of its pledge to cut emissions of about 26 percent by 2025. He said Trump’s order “sends a signal to other countries that they might not have to meet their commitments—which would mean that the world would fail to stay out of the climate danger zone.”

    'Pruitt takes credit for Obama-era cleanups'

    Scott Pruitt has something to boast about when it comes to the Environmental Protection Agency’s record on cleaning up toxic sites since he took over the agency. But it’s a boast only made possible by achievements of the Obama administration.

    A look at his statement on the subject at a House hearing Thursday:

    PRUITT: “We have removed over three times the number of polluted sites of contaminated communities across the country as compared to the previous administration for 2017.” — House testimony.

    THE FACTS: He is taking credit for work largely completed when Barack Obama was president.


    The EPA declared seven cleanups complete from its Superfund priority list last year, compared with two sites delisted the year before.

    But records show that construction work at all seven sites cited by Pruitt’s EPA, such as removing soil or drilling wells to suck out contaminated groundwater, was completed years before Pruitt was confirmed as the agency’s chief in February.

    'The EPA does a lucrative favor for Carl Icahn, a key Trump ally'


    At last count, EPA Administrator Scott Pruitt has found himself at the middle of 13 separate investigations. New reporting from Reuters points to a controversy that should probably become the 14th.

    The U.S. Environmental Protection Agency has granted a financial hardship waiver to an oil refinery owned by billionaire Carl Icahn, a former adviser to President Donald Trump, exempting the Oklahoma facility from requirements under a federal biofuels law, according to two industry sources briefed on the matter.

    The waiver enables Icahn’s CVR Energy Inc to avoid tens of millions of dollars in costs related to the U.S. Renewable Fuel Standard (RFS) program. The regulation is meant to cut air pollution, reduce petroleum imports and support corn farmers by requiring refiners to mix billions of gallons of biofuels into the nation’s gasoline and diesel each year.
    The company sought a waiver from the Obama administration, which rejected the request. Trump’s EPA appears to have reached the opposite conclusion.

    A whistleblower from the Environmental Protection Agency says that Administrator Scott Pruitt was "bold-faced" lying when he told members of Congress that no EPA employees were retaliated against for raising concerns about his spending decisions.

    In an exclusive interview with ABC News' Kyra Phillips, former deputy chief of staff Kevin Chmielewski said he was "100 percent" forced out after raising concerns about Pruitt's spending on first-class travel.

    Chmielewski said chief of staff Ryan Jackson called him into his office and said: "Hey — Administrator Pruitt either wants me to fire you or put you in an office so that he doesn't have to see you again,” Chmielewski told ABC News adding that "And in addition to that, he wants to put Millan (Hupp) in your spot, as your title and your pay grade."

    Scott Pruitt, still clinging to the helm of President Trump’s EPA, met with allies at the Heritage Foundation Wednesday for what one attendee described as a “deniers’ convention,” according to E&E News. Pruitt told attendees that he is planning to stop counting the co-benefits of environmental protections, The Daily Caller reported.

    If Pruitt hangs on to his job long enough to implement the proposal — and it survives inevitable legal challenges — it could be prove critical to his efforts to discredit the science underpinning numerous environmental protections.

    In doing cost-benefit analyses of new rules, experts account for auxiliary benefits of those rules. For example, the goal of the EPA’s Clean Power Plan — a target for Pruitt — is to reduce heat-trapping carbon pollution from coal-fired power plants. But, in prompting utilities to switch away from coal to cleaner energy sources like wind and solar, the measure would also reduce emissions of particulate matter, sulfur dioxide and other pollutants, saving thousands of lives. These saved lives are counted as co-benefits.

    Federal agencies must assign a monetary value to a human life when performing cost-benefit analyses. That valuation varies slightly from agency to agency, but the rough consensus is that an American life is worth a little more than $9 million. That is significant when considering a new rule’s impact on industry. The Clean Power Plan, for example, would cost the coal sector billions of dollars, but it would save the country billions more by guarding public health.

    Under Pruitt’s proposal, the EPA wouldn’t deny that the Clean Power Plan could save around 4,500 lives each year — a fact it currently acknowledges. Rather, when tallying up the benefits of reducing pollution, those lives simply would not count. In short, the man charged with protecting Americans’ health believes that, when performing a cost-benefit analysis, the EPA should not consider the value of saving American lives.

    'The Latest: EPA bars AP, CNN from summit on contaminants'


    The Environmental Protection Agency is barring The Associated Press, CNN and the environmental-focused news organization E&E from a national summit on harmful water contaminants.

    The EPA blocked the news organizations from attending Tuesday’s Washington meeting, convened by EPA chief Scott Pruitt.

    EPA spokesman Jahan Wilcox told the barred organizations they were not invited and there was no space for them, but gave no indication of why they specifically were barred.

    Pruitt told about 200 people at the meeting that dealing with the contaminants is a “national priority.”

    Guards barred an AP reporter from passing through a security checkpoint inside the building. When the reporter asked to speak to an EPA public-affairs person, the security guards grabbed the reporter by the shoulders and shoved her forcibly out of the EPA building.

    'Pruitt had aide find him a mattress from Trump’s hotel'

    An aide to scandal-scarred EPA chief Scott Pruitt told House investigators that she ran personal tasks for the big-spending cabinet member — including trying to snare him a used mattress from President Trump’s DC hotel.

    Pruitt scheduler Millan Hupp’s revelation was included in testimony released by Democrats on the House oversight committee Monday.

    It was unclear what the former Oklahoma pol — already under fire for frittering away taxpayers’ dollars on first-class travel, round-the-clock security and a sitcom-like, $43,000 “Cone of Silence” private phone booth for his office — had planned for the presumably soiled mattress.

    But in a letter to GOP committee Chair Trey Gowdy, Democrats said Hupp carried out a multitude of personal errands for Pruitt.

    They included helping him land a below market rate rented room in a lobbyist’s condo, booking him a Rose Bowl trip so he and his family could see the Oklahoma Sooners play, and the discussions about getting the “Trump Home Luxury Plush Euro Pillow Top” mattress.

    Rep. Elijah Cummings, the committee’s ranking Democrat, called the errands a violation of federal law on gifts from subordinates.

    “If Ms. Hupp’s statements to the Committee are accurate, Administrator Pruitt crossed a very clear line and must be held accountable,” he and Rep. Gerry Connolly (D-Va.) wrote.

    I've been keeping a spotlight on the paranoid, conniving toady Pruitt because of his commitment to trashing the environment, which affects us all. Also because he comes from the home state of absent members of this site who would be mindlessly cheering his despicable act on, did they but have enough guts to still post here.

    'Pruitt Gets FOIAsted by His Own Petard'

    Scott Pruitt is certainly the most right-wing administrator the EDA, er...EPA has ever had. Consequently, he has embraced conservative orthodoxy on global warming: That it is not primarily man-made. He says that this conclusion is backed up by "numerous" studies.

    Now, the Public Employees for Environmental Responsibility has forced the Administrator to put his study where his mouth is. They've filed a FOIA request for copies of the studies that Pruitt has read that back up his claim, and a judge has approved the filing. This puts Pruitt in a difficult position, since more than 97 percent of climate scientists agree that global warming is indeed man-made. He now has the choice of: (1) Ignoring the FOIA order, which will lead to a contempt of court charge, or (2) Admitting he has very little (or no) evidence for his claim, or (3) Admitting that he is relying on propagandistic studies from the oil and petroleum industries, or (4) Admitting that global warming is indeed man-made. He's got roughly a month to decide.

    Scott Pruitt can't stop digging himself into a hole of problems. And somewhere along the way, he found Rose Bowl tickets.

    The Environmental Protection Agency chief apparently got tickets to the New Year's Day game from Renzi Stone, who heads the energy marketing firm Saxum, The New York Times reports. Saxum's clients include GE Oil and Gas and the American Petroleum Institute, and Stone doubles as a regent for Oklahoma University, whose football team played in the game.

    As usual, Pruitt tasked an EPA aide with scheduling his Rose Bowl trip, says The Washington Post. That aide told the House Oversight Committee about the tickets, prompting Rep. Elijah Cummings (D-Md.) to ask Stone exactly what happened. No formal response to Cummings has surfaced yet, but Stone emailed the Times to confirm that he was "happy to assist" his friend Pruitt when the EPA head asked for help securing tickets.

    That meant getting Pruitt 50-yard-line seats five days before the sold-out game for $175 each — far less than secondary market prices at the time, per the Times. Pruitt's spokesman confirmed that asking your influential energy lobbyist pal was the "regular process" of buying football tickets.

    Scandal-plagued Environmental Protection Agency Administrator Scott Pruitt has now spent more than $4.6 million from public coffers on security, according to documents obtained by The Intercept and Documented under the Freedom of Information Act. The amount represents a $1.1 million increase from Pruitt’s total security costs as released in another disclosure just a month ago.

    Pruitt’s high spending on security has become the subject of mounting criticism and a host of official investigations: Several EPA inspector general investigations have been opened, as well as an ongoing investigation by the Republican-controlled House Oversight Committee.

    Records released under the Freedom of Information Act list expenditures totaling $288,610 on a range of security-related items. The EPA, according to three expense line items for April, spent a total of $2,749.62 on “tactical pants” and “tactical polos.”

    The profligate public spending is a far cry from Pruitt’s political rhetoric. Announcing his bid for lieutenant governor of Oklahoma in 2006, Pruitt asked supporters to join him to “reverse our course and embrace fiscal conservative principles.”

    'EPA leader Scott Pruitt out after numerous scandals'

    Scott Pruitt's polarizing tenure as head of the Environmental Protection Agency has come to an end.

    President Donald Trump tweeted on Thursday that he has accepted Pruitt's resignation. Trump said that the agency's deputy administrator, Andrew Wheeler, will become the acting head of EPA.


    The departure follows months of scrutiny that gathered momentum following reports that Pruitt had rented a Capitol Hill condominium linked to an energy lobbyist on favorable terms. The revelation exacerbated concerns about the high cost of Pruitt's travel and security detail and triggered a flood of allegations that Pruitt fostered a culture of workplace retaliation, wasteful spending and self-dealing at EPA.

    The steady flow of negative news stories prompted multiple government investigators to open several inquiries into Pruitt. His EPA now faces about a dozen probes into its spending, ethics and policy decisions.

    He'll be free to take over Jeff Sessions' job now. :rolleyes:
