I'm sure it's much smaller at this point in time, though I'm basing that on what I remember from a year or two ago. Let's face it though, if they wanted to ramp-up production... go "all-out" say, and build ships like crazy... it wouldn't take too long for them to catch up or become the largest.

It's a complicated process that convinces them not to. Diplomacy is big, but so is trade, so if say... they see trade with the US being "unfair"... they may ignore any signed negotiations or treaties with the US and build more ships in retaliation. This is particularly true for the South China Sea (SCS) situation, where the US is attempting to assert it's influence there while China does the same. China is getting angry at the US because of that issue, and the result may be that they may eventually feel it's necessary to increase production of ships to defend their rights in the SCS.

That's how I see it anyway lol ...whether or not that is an accurate assessment is surely debatable ...I have to include this disclosure from time to time to head-off any "You represented that as fact!" accusations
