My guess is FDR but even he would have had a 1930's reference point. Collective bargaining has worked fine in the public sector for decades. Thanks to the private banking sector creating one of the worst recessions in this county's history, public sector benefits have had to take a hit and they have, through their union negotiators, accepted the additional financial burdens during this recession and at the same time businesses have been asked to contribute nothing and been given even more tax breaks. Kind of makes you scratch your head doesn't it?
