Typically the boss is accountable. Unless he can pin it on someone under him or on the old boss. But, there is only so long that reasonable people are going to allow a new boss to take the 'It was like that when I got here" approach. There is only so long you can blame the old boss because the current system and various agencies still do not communicate with each other. There is only so long you can hold the old boss accountable for the fact that we are still in Iraq. B.O. (it stinks) should be blamed for NOT identifying that what took place at Ft. Hood was indeed a islamic terrorist attack. His obvious political correctness is pretty much showcasing his lack of will and lack of spine. Hell, he is afraid to use the word 'terrorists' because it might upset...wait for it...wait for it...MUSLIMS. If you can't call out and identify the enemy of the free world, then you should not be leading.

I was just as much commenting on the general pass (like Tom's 4 year freebie) that he always seems to get (especially here) on everything. But, I will say that, the fact that the various agencies still aren't talking to each other and sharing information that should have got this guy kicked out eventually comes down to the boss who appoints the folks that run those agencies.
