My read is that it's not a real proposal. As you may know, the supreme court is currently considering a case that could take away his ability to set tariffs on a whim. The oral arguments the other day were pretty rough for him. Thus, my read on this is that he's doing a public pressure campaign to try to influence the supreme court to let him keep the extra power by making it popular.
The tariff rebate check idea was floated by the president earlier this year, July? I guess he was trying to sway SCOTUS then too.

Understanding the facts of proposed legislation/proposals and the consequences thereof of said legislation/proposals, should be the responsibility of the electorate. I’ll take the President’s musings any day before ACA.
