BTW, I tried to put packs on a wet dog. It is surprisingly very difficult, because it is a natural reaction for the dog to shake itself.
As to sending a wet dog, I refer you to UPS, FEDEX, and the USPS. I don't know if they allow sending wet dogs, but it seems logical to me they would have some kind of rule against doing so.
