Simply because the state legislative members that voted 200 years ago are now dead and only a LIVING legislature can direct the People! Duh!!!! And Congress, over 200 years ago, proposed that and now their werds come alive but they are dead, everyone of them? Can the dead vote in a Republican form of government? Nope! So then, why can dead legislative members vote today from over 200 years ago? How can a vote OUTLIVE the voter by almost 200 years, in a Republican form of government?
