I would say the dems will try and us this storm to their advantage. Since this storm is going to hit in heavy democrat regions, there is probably going to be widespread power outages and they will be screaming 'I didn't get to vote'.

All Democrat and Republican bashing aside, for that matter ,how does one handle this on a state to state level? It could certainly put a damper on early voting in it's current track. Logical solution is to get out and vote NOW if possible. Of course some wouldn't be able to and I would assume there would be Republicans in that group as well. Now let's imagine that this storm IS that bad and large areas of the east are without power well past November 6th. Then what? Do you tell millions of voters tough beans? Once again both Democrats and Republicans.
I think you will find that voting ends no later than midnight of the 6th and likely earlier depending on the individual state laws.

I am sure they will squabble, but I will bet it does not change. Maybe that is why we have mail-in and early voting.

Since the Constitution doesn't mandate a national election day, the answer might possibly be "no". The president isn't elected by popular vote, but by the Electoral College (Electors) as set out in the Constitution. Elections are held the first Tuesday after the first Monday in November and that's when electors are elected (you don't actually vote for president, but an elector). The day of the vote (the "time of chusing") by the Electoral College is set by Congress and is usually held in December. Therefore, in theory, people could still vote for their elector until the day the Electoral College meets. Of course, it would be up to the states to allow a special election in case of a natural disaster (good luck with that). Article. II. Section. 1. ... The Congress may determine the Time of chusing (sic) the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States. ...
FWIW, you will notice that the article you cite in no way says that the populous has to vote for the electors. There is nothing saying that the state representatives cannot choose the electors. However, the individual states do have laws and/or constitutions that do mandate how and when they are chosen. As for changing the date, you will notice that it does mandate they all be chosen on the same date. Change it for NY, and you must change every other state's law/constitution. That will never happen.
It's complicated because the Electors were set up by the framers as a compromise between those who wanted Congress to select the president and those who wanted a popular vote for president. The Electoral College is actually a very good way to elect a president (contrary to those who believe otherwise concerning the 2000 election) because it allows the individual states a say in who will be elected. Otherwise, our presidents would be elected every time by the high-population, liberal northeast states.
