I'd agree with the bill's examples (as in the op) except with "annoy" and "offend". The rest should be covered under current laws though, so I don't see the need for the redundancy here...unless the goal is to provide investigative agencies (the cops, FBI, etc.) the legal right to invade the privacy of individuals using the "probable cause" justification that the individual is suspected of terrifying, intimidating, threatening, or harrassing other people illegally. That's a whole 'nother can of worms.

This is a delicate issue for we do not want anyone to incite violence, etc but we also have to be careful how far we go with this for free speech can not be taken lightly. I am not defending or attacking just saying that this matter or any matter as such should be traveled with extreme care.
