You're dealing with a severe case of ODS here IQ. It can actually make people behave somewhat like a skunk if you get down to it. There is a threat, either imagined or real, and letting loose a foul smelling substance and hoping at least some sticks is the only defence to the real or imagined threat. Doesn't have to make sense as long as there's scents.

So David if that is the case then every issue the administration brings up by your understanding of it must be a Presidential priority? OK lets take it that it is a priority well so what? they can run with more than one item at a time, you are not talking here about a one man show, but a large team were different areas of responsibility can be handled by different people. Here you are seeing 1 section of the administration telling 1 area of the Correctional dept to get it's act together and uphold the law As far as I am aware they are not throwing billions of dollars at something, there is nothing Controversial about it so whats the problem? unless you happen to be a inmate who condones rape within a prison!
